وفي ضل خروج هذه الفئة من العيارين تقطعت سبل التجارة خوف من النهب والسرقة لعدم وجود الحماية وهذا خلف ارتفاع الأسعار ويقال إن الناس أكلت الميتة . واستغل التجار هذه الأوضاع فحتكرو المواد الاستهلاكية من الأغذية الضرورية وباعوها في الأزمات . ويذكر انه في القاهرة (مصر) باع رجل داره عشرون(20 ) رطل من الدقيق وهي تساوي تسع مائة ألف دينار(900000) في عملت ذلك الزمان .وكثرت مصادرة الأغنياء والوزراء لممتلكات الشعب . حتى قيل إن من مات ((فالسيف الدولة نصف ما ترك من الميراث)). وكانت عساكر السلاطين ووزرائهم تعيث في الأرض فساد تقتل هذا وتنهب هذا وتذل هذا دون إرادة الشعب من الوقوف في طريقهم . وهذا كان سبب ترك العلماء والفقهاء للبلدان الإسلامية ومغادرتها إلى مكان يأمن به على نفسه ويواصل تقديم رسالته العلمية التي وصلت لنا في هذا الزمان المتأخر وقادة الكثيرين إلي الإبداع وإضافة
الكثير . ومن العلماء الفقيه المالكي القاضي عبد الوهاب ألتغلبي وهو يغادر بغداد متأسفا . ويقول في قصيدته انقل بعضها ::
سلام على بغداد في كل موطنى ...... وحق لها مني سلام مضاعف .
فو الله ما فرقتها من قلى لها ............ واني بشطي جانبيها لعارف
ولكنها ضاقت علي بأسرها ......... ولم تكن الارزاق فيها تسعف
ويقول بغداد دار لأهل المال طيبة..... وللمفاليس دار الضنك وضيق .
ظللت حيران امشي في أزقتها ........ كأنني مصحف في بيت زنديق ..
ويقول الأديب ابو علي القالي قبل إن يبيع كتابه ( الجمهرة) ويرحل إلى الأندلس . في هذه الأبيات المنتقاة .
آنست بها عشرون حولا وبعتها .. فقد طال وجدي بعدها وحنيني .
وما كان ظني أنني سأبيعها .... ولو خلدتني في السجون ديوني .
ولكن الضعف وافتقار وصبية ,,,, صغار عليهم تستهل جفوني ..
واليكم هذه الشناعة التي وقعت زمن البويهيين . فقد تولى القضاء أبو العباس بن عبدالله بن ابي اشوارب وضمن أن يؤدي كل سنه مبلغ من المال نضير توليه القضاء ويعد أول من ضمن القضاء ويجعله كما هو الحال في هذا الزمان شركة ذات قطاع خاص أو تم تخصيصها من الدولة التكون شركة مساهمه . وما كان من الخليفة العباسي المطيع لله . إلا إن يستنكر فقط ويعلن احتجاجه بعدم السماح لهذا القاضي بدخول عليه , فهذا من
الظلم في ميزان العدل Injustice in the scales of justice
الضعف والخوف الذي كان يستشعر عن الحاكم في ذلك العصر وهذا سمح للحاشية والمقربين من الحكومات , بقهر وإيذاء الشعوب( كما هو الحال في المملكة العربية السعودية وقرارات الملك عبدالله آل سعود يحفظه الله) . وهنا تحل المصائب بالضعيف والقوى ويصبحوا طعام ووقود للانتقام وزيف المبادئ . ويعتبر هذا الأمر واضح وجلي بنسبه لمؤرخون ويشابههم في هذا الوقت المحللون السياسيون . وهنا يقول ابن خلدون في مقدمة تاريخ ابن خلدون (( اعلم إن العدوان على الناس في أموالهم ذاهب بآمالهم في تحصيلها وكتسابها ، وإذا ذهبت آما لهم في اكتسابها انقبضت أيديهم عن السعي في ذلك ، فإذا قعدت الناس عن المعاش كسدت أسواق العمران ، وخف ساكن القطر وخربت أمصاره ,, ويقول أيضا,, ولا تحسبن الظلم هو اخذ المال من يد مالكه من غير عوض ولا سبب كما هو المشهور ، بل الظلم أعم من ذلك ،فجباية المال ظلمة ، والمعتدون عليها ظلمة ،والمانعون لحقوق الناس ظلمة , واغتصاب الأملاك على العموم ظلمة . ووبال ذلك كله عائد على الدولة بخراب العمران ويقول أيضا . وأعظم من ذلك في الظلم وإفساد العمران على الدولة التسلط على أموال الناس بشراء مابين أيديهم بأ بخس الأثمان , ثم فرض البضائع عليهم بأرفع الأثمان على وجه الغصب ولكراه )) ويرجع ابن خلدون هذا الظلم والإذلال الذي تمارسه الدولة على شعبها انه بسبب زيادة تكاليف الترف لهم . حيث يقول (( واعلم إن الداعي لذلك كله إنما هو حاجة الدولة والسلطان إلى الإكثار من المال بما يعرض لهم من الترف يزيد والخراج بسببه يكثر (أي الضرائب تكثر على الناس)) والحاجة إلى أموال الناس تشتد إلى أن تنمحي دائرتها ويذهب رسمها)) وقد يتعجب البعض هنا لهذا التشابه الكبير بين الماضي والحاضر , وجميع هذه الأحداث هي في مجموعها سبب ضعف الدولة وانهيارها . ولكن يجب علينا هنا إن نعطي حكام تلك الفترة الماضية بعض الميزة التي يتميزون بها رغم تشابه الماضي بالحاضر . ولكن هنا ينعدم هذا التشابه في هذه المسألة .
أن بعض حكام الماضي كانوا يؤوبون (يرجعون ) إلى الحق إذا ذكروا ونصحو , أما حكام اليوم لا ينفع فيهم التذكير أو النصح ولا التشهير بأفعالهم . بل يعتبرونها فخر . وتبرير بأنهم محسودون على ما أعطاهم الله وكأنهم غير محاسبون من الله الذي منحهم هذه النعمة . وهذا فرق رأيت إن اذكرة . فما يحدث في سوريا والعراق واليمن وليبيا والبحرين وقطر والسعودية وأفغانستان وباكستان وإيران وتونس وما سيحدث في المغرب العربي . وغيرهم . لهو الدليل الواضح على إن التاريخ يعيد نفسه . لقد قرأ الأعداء التاريخ وانطلقوا من خلاله لتحقيق أطماعهم بأقل التكاليف. ونحن قرانا التاريخ وافتخرنا بانتصاراتنا على بعضنا . ومذاهبنا . هنا الفرق . وارجوا هنا إن يكون طرحي هذا في سبيل نزع الفرقة والرجوع للحق من كلا الطرفين من الشعوب والحكام . ويخرج
